De-marginalizing youngsters in public space: critical youth workers and local municipalities in the struggle over public space in Belgium.

Abstract

Jongeren uit lagere inkomensgroepen of met een allochtone achtergrond in de openbare ruimte worden in België steeds meer geproblematiseerd. Voortbouwend op het model van Lavie-Ajayi en Krumer-Nevo (2013), bespreekt dit artikel de verscheidenheid aan manieren waarop jeugdwerkers in vijf Vlaamse gemeenten deelnemen aan strategisch relationeel en verhalend werk met jongeren en actoren in hun institutionele omgeving om alternatieve perspectieven te ontwikkelen voor jongeren in de openbare ruimte. Op basis van kwalitatieve casestudy’s (etnografische casestudies waarbij jongeren en jongerenwerkers werden geinterviewd; N=32) identificeren de auteurs de succesvolle en minder succesvolle strategieën van jeugdwerkers. Onze studie laat zien hoe de mogelijkheden voor kritisch jeugdwerk om ‘tegen-verhalen’ en ‘loose’ openbare ruimten te ontwikkelen ten gunste van jongeren worden bepaald door de specifieke institutionele inbedding van jeugdwerkers, evenals door de ernst en aard van spelende conflicten.

Young people from lower income groups or with an immigrant background in public space are increasingly problematized in Belgium Building on the model of Lavie-Ajayi and Krumer-Nevo (2013), this paper discusses the variety of ways in which youth workers in five Flemish municipalities engage in strategic relational and narrative work with young people and actors in their institutional environment to develop alternative perspectives on young people in public space. Drawing on qualitative case studies, we identify critical youth workers’ successful and less successful strategies. Our study reveals how the possibilities for critical youth work to develop ‘counter-narratives’ and ‘loosen up’ public spaces in favor of young people are circumscribed by the particular institutional embeddedness of youth workers, as well as by the depth and dimensionality of conflicts.
